Singapore HDB Renovation Rules 2026: What You Cannot Do Without Permission
Every HDB renovation in Singapore must comply with HDB guidelines. Violating these rules can result in fines, mandatory restoration at your own cost, and complications when you sell the flat. Here is what you need to know in 2026.
Works That Require HDB Approval
Hacking of walls: Structural walls and certain non-structural walls require approval before hacking. Your contractor should advise, but verify independently via the HDB e-Service portal.
Removal of household shelter (bomb shelter) door: Not permitted.
Widening of doorways: Requires approval if the doorway is load-bearing.
Installation of window grilles: Must comply with HDB specifications on materials and design.
Works That Do NOT Require Approval
Most carpentry works do not require HDB approval. This includes kitchen cabinets, wardrobes, TV consoles, storage cabinets, and feature walls β as long as no structural elements are affected.
Painting, flooring replacement (where tiles are not being hacked), and installation of false ceilings also generally do not require approval.
The 1 Month Rule for New BTO Flats
For new BTO flats, renovation cannot commence until one month after key collection. HDB needs this time to complete the defect inspection process for the entire block.
Renovation Hours in HDB
Noisy renovation works (drilling, hacking) are only permitted Monday to Friday 9amβ5pm, and Saturday 9amβ1pm. No renovation work is permitted on Sundays or public holidays.
